I was stuck on the secret level on 8. But soon I figured a great way to win!

When you can not just on level 8 build a jail and soon after a torture chamber. Then go to the "?" menu and click on the jail bars, they should flash if you activated capture mode. Then go find an enemy capture him and throw him in the jail. Heal him and then throw him in the torture chamber.
